Question:

What do you do when you have an IRQ / COM port conflict wherein your mouse and modem apparently share the same com port setting and/or share the same Interrupt settings wherein your mouse has to be move in order for the modem to accept and/or send information?

Answer:

The only thing to do would be change the interrupt/COM port that one of the devices is using. The easiest one to change would be the modem (assuming you have an internal modem, and not an external one). Consult your modem's manual for information on how to change the IRQ. Before you change it, you may want to run MSD (Microsoft Diagnostics; comes with Win 3.1/DOS 6.22) and check to see what IRQ's you have free.
